Dear Colleagues:
I am excited to announce three major leadership changes at Office of Federal Contract Compliance Programs:
First, I have asked Tom Dowd to serve as the career Deputy
Director of OFCCP. Tom will join Deputy Director Les Jin and me in forming the
executive leadership team of this agency, providing critical management,
decision-making and oversight for our worker protection efforts.
For those of you who have known and worked with Tom, this
appointment won’t come as a surprise. After all, Tom has led some of the most
important initiatives at our agency over the past two years. His leadership in
modernizing OFCCP’s operating plan, strengthening our enforcement programs and
promoting innovation in the areas of compliance assistance and worker outreach
have earned him not only my confidence, but the respect of his peers from
across the Department of Labor. In truth, for much of the time that the career
deputy director position has been vacant, Tom has helped to fill that role and
deserves the title to go with the responsibilities he has been shouldering.
Prior to joining OFCCP in January of 2011, Tom spent nearly
17 years managing employment and training programs at the local, state,
regional and national levels at the Employment and Training Administration. He
joined ETA in 1994 as Division Director for Indian and Native American
Employment and Training Programs and rose through the ranks to serve that
agency as Associate Regional Administrator in the Rocky Mountain Region,
Regional Administrator in the Mid-Atlantic, founding Director of the Business
Relations Group and Deputy Assistant Secretary. From 2006-2007, Tom was tapped
by the Department of the Interior to help establish the newly created Bureau of
Indian Education.
Tom will continue to serve as the Director of our Division of Program Operations and as Acting Director of the Division of Management and Administrative Programs.
Dr. John Haymaker is now the Branch Chief for Field Liaison
Operations and Technical Assistance in the Division of Program Operations.
Since April of 2010, John has supported OFCCP’s efforts to combat
discrimination through expert analysis on our testing and compensation cases.
With the retirement of Dr. Richard Fischer last week, John will take on a
greater role in providing analysis and technical assistance on OFCCP’s testing
cases. Prior to joining OFCCP John worked for more than 30 years in the private
sector for a variety of U.S. and global companies in the areas of employment
test development, validation, and implementation, as well as ongoing testing
program management and evaluation, general HR project management, and employee
compensation. In the latter half of his career he became much more involved in
the compensation area where he developed, implemented, managed, and evaluated
compensation programs, including board member and executive compensation
programs, for three large companies. An experienced applied psychologist, John
holds a Ph.D. in Industrial/Organizational Psychology from the University of
Georgia. He is also a father of five and a veteran, having served for three
years as a U.S. Army medic.
Finally, I am pleased to welcome Dr. Kristen Monaco to the
OFCCP national office team. Kristen serves as OFCCP’s Labor Economist. In that
role, she compliments the team of technical expert advisors who are involved in
the development and resolution of high priority and complex systemic
discrimination cases. Prior to joining OFCCP, Kristen was a professor of
economics at California State University Long Beach, where her research focused
on the labor market impacts of regulation and market structure, with a focus on
inequality and discrimination. Her research has been published in
journals including Industrial and Labor Relations Review, Journal of Labor
Research, and Contemporary Economic Policy. Kristen holds a Ph.D. in
economics from University of Wisconsin-Milwaukee.

roles and in welcoming Kristen to the OFCCP team!
